According to the appended shortlog, Linux kernel 4.1.10 LTS is here to improve the overall networking functionality by updating several drivers, especially for things like Altera, Freescale, Marvell, and Mellanox MLX4, but also for Dynamic Search Algorithm (DSA), MacVTap, Ethernet PHY, Virtual Extensible LAN (VXLAN), and USB.
